Montenegro's Highest Paved Mountain Pass Through Durmitor National Park

Climbing to 1,907 meters (6,256 feet), Prevoj Sedlo is the highest paved road in Montenegro and one of the most spectacular drives in the Balkans. This dramatic mountain route carves through the heart of Durmitor National Park, connecting the alpine town of Žabljak—the highest city in the Balkans—to the lakeside town of Plužine. Expect jaw-dropping panoramas of glacial lakes, rugged peaks, alpine meadows bursting with wildflowers, and the kind of raw mountain beauty that demands constant stops for photographs.


Key Stops

Žabljak - Your starting point and the highest town in the Balkans at 1,456 meters. This year-round resort serves as the gateway to Durmitor National Park, offering hiking in summer and skiing in winter. Stock up on supplies and fuel before beginning the ascent.

Black Lake (Crno Jezero) - Just outside Žabljak, take a short detour to Montenegro's most famous glacial lake. A scenic 3-hour loop trail circles this pristine "mountain eye" surrounded by dense pine forest and dramatic peaks.

Initial Ascent from Žabljak - The road immediately begins climbing through dense forest, with glimpses of the rugged Durmitor massif appearing through the trees. Several pullouts offer views back toward the town and surrounding highlands.

Valovito Jezero Viewpoint - As you approach the summit, stunning panoramic views open up over Valovito Jezero lake nestled in the valley below. The turquoise waters contrast dramatically with the grey limestone peaks.

Prevoj Sedlo Summit (1,907m) - The high point of your journey features a parking area with breathtaking 360-degree views. Look back toward Žabljak across the rugged valley, and forward toward the descent to Plužine. The rock formation of Stožina (1,905m) dominates the landscape. Even in summer, patches of glacial snow may linger near the roadside.

Bobotov Peak Views - At 2,525 meters, Bobotov Kuk is Montenegro's highest peak. While not directly on the road, dramatic views of its imposing rock faces and surrounding summits accompany much of the high-altitude section.

Alpine Meadows - Between the summit and Trsa, the landscape transforms into rolling green meadows carpeted with wildflowers—purples, yellows, reds, and whites in spring and early summer. Grazing livestock add to the pastoral charm.

Trsa Village - A tiny mountain settlement offering a welcome rest stop with two restaurants serving authentic Montenegrin cuisine, plus basic accommodation. The eco-restaurant here is particularly recommended for traditional local dishes.

Piva Canyon Viewpoint (Kruška Lookout) - Located about 5 km from Plužine, this spectacular viewpoint offers a stunning blend of mountains, lake, and canyon in a single frame. Often compared to the famous Tara Canyon, this vista showcases the turquoise waters of Piva Lake far below.

Tunnel Section & Hairpin Descent - The final 4.5 km descent to Plužine features dark, narrow tunnels carved directly from the rock, combined with dramatic hairpin bends. This engineering marvel demands careful navigation but rewards with unforgettable views.

Piva Lake - The artificial lake formed by the Mratinje Dam stretches below Plužine, its waters shifting from deep green to turquoise depending on the light. Boat tours, kayaking, and swimming are popular activities.

Plužine - Your journey ends in this lakeside town, gateway to Piva Lake and the Piva Nature Park. Visit the nearby Mratinje Dam (220 meters high), the relocated 16th-century Piva Monastery, or take a boat tour to the hidden Oteša Cave.


Driving Tips

  • Narrow Road Warning - The P14 is extremely narrow in sections, often requiring one vehicle to pull over to let another pass. Drive cautiously and be prepared to reverse or yield.
  • Unlit Tunnels - Several tunnels along the route have no lighting; slow down and use headlights. Some feature hairpin bends inside, demanding extra caution.
  • Not for Large Vehicles - Campervans can manage with careful driving, but larger vehicles and buses are not recommended due to tight passages and sharp turns.
  • Winter Closure - The road is usually closed in winter due to heavy snowfall. Always check current conditions with locals rather than relying on signage.
  • Fuel Up First - Fill your tank in Žabljak; there are no fuel stations along the route until Plužine.
